According to the news article, the "Institute" in question produced fake certificates of "Delhi Academic Council for Higher Education" (amongst others) - which itself seems to be fake. They run a "Home study High School" program which is NOT recognized by the government of India. So, a fake institute printing fake certificates of another fake institute!! http://www.delhiacademiccouncil.com/
