Does ALEKS and FEMA transfer in to other schools other than the Big 3

I posted this on the other forum but I thought I could get more answers here as well.

I'm thinking about getting a 2nd Bachelors at either Cal State Fullerton or Long Beach. But does anybody know if these ALEKS and FEMA courses will even transfer as credits. Since I already have a BA from TESC I am hoping I won't have to take too many more classes for a second Bachelors degree but not sure.

Also, if I decide to go for a masters degree instead, will the ALEKS math classes be recognized as real math classes to fulfill the math requirements for a masters degree outside of the Big 3? For example, I'm also mostly looking into public universities in CA for possibly a masters degree.

The ALEKS classes and FEMA classes helped me get my BA at TESC but I'm not sure if they have any value as far as credits go outside of the Big 3, that's my concern.

The Frederick Community College readily accepts FEMA independent study courses for college credit. You could transfer your credits there for individual credits, in hopes of transferring them elsewhere. According to their website:
In partnership with the Emergency Management Institute (EMI), Frederick Community College and the Mid-Atlantic Center for Emergency Management is the approved provider of college credit for completed FEMA independent study (IS) courses. Since 1999, 178,279 credits have been awarded to students nationwide. More than 45 courses are available for credit, and more courses are added each year.
    * Cost is $77 per credit hour
    * Use credits towards a certificate or degree in emergency management, to boost your resume or to enhance your career
    * Courses are available in both online and in-classroom formats

The most frequently converted courses include:
    FEM 108 (IS-7) A Citizen’s Guide to Disaster Assistance
FEM 128 (IS-208.a) State Disaster Management
FEM 133 (IS-241.a) Decision Making & Problem Solving
    FEM 140 (IS-235.a) Emergency Planning
FEM 115 (IS-3) Radiological Emergency Management

Thanks. I guess I need to look more into this option. I had hoped there was a way to transfer my credits directly without paying for it but I guess it still would be cheaper this way than not getting my credits transferred at all.
