College classes in high school, Transfer Policy?

Hello,
Can a high school student in 11th and 12th grade receive automatic credit acceptance from institutions like Excelsior if they complete all college general education requirements at Sophia for instance?
Is it possible for this student to start in 9th grade?

I don't think the grade/age would matter. Also, if the courses at Sophia are approved (i.e., articulation agreement) by Excelsior, then sure, they would be accepted for transfer provided the minimum grade is achieved.
