    The distinction you're making is typically what differentiates "Ethics" (or Moral Philosophy) from "Applied Ethics." There are a fair number of Master degree programs in Applied Ethics. Some of them are even more finely tuned to areas such as Medical Ethics. Not to long ago there was someone on the board who mentioned a Masters program in "Ethics of Mental Health" at one of the British schools (?Warwick). It's really an entirely different approach, as you've indicated.
