    Doing that exact thing SHOULD constitute fraud, as I see it, but no - it probably doesn't - unless he obtained money by use of it, and I don't think we can say he did.

    Again, I feel it SHOULD be illegal. And I believe it IS, in many places. And I think the employer should do time in the next cell -- for stupidity. Oh, wait. Stupidity's not illegal either - if it were, there would be no Government!
