No program is the cheapest AND the best. Using your filter, Tarbusa has no choices at all or exactly two, Amberton or Duke, arguably. I think he is making a practical search for the best-bang-for-the-buck, so his final choice may be neither the cheapest nor the best; otherwise, his search will be futile.

Bear in mind that the Colorado State is AACSB accredited, not many DL MBAs have this accreditation that is becoming important in the business world, there is not point of comparison with the MBA of Phoenix that is not of much prestige in the academia.

Yes, I took him to mean best given the price, or, as you say, bang per buck. Not an unreasonable request.

best given price. It's a US regionally accredited school. It's ACBSP accredited, which might mean something (probably better than no MBA accreditation), it's a state school, so it's unlikely to go out of business; being a state school it perhaps reassures skeptics of legitimacy as a "real" school; it's entirely online but there are no major joint projects with other students, meaning you do not have to rely on others (a plus and a minus, this). It's a full 36 semester hours which may impart greater credibility than a 30 hour MBA if use for entrance into a doctorate program. The core courses are solid MBA stuff: Accounting, Finance, OB, etc. Nothing foo-foo. There are a good number of specialization options available. The program staff are customer oriented (mostly), not institution oriented.

The price is the lowest of any US mainstream MBA program (Amberton not withstanding).

Well for "bang-for-the-buck" you really cannot beat the English Triad of Heriot-Watt, Royal Holloway and Leceister... all top-tier programs for 10Kish.

In your opinion, what's the best DL MBA program in England?

If one don't mind the title of the degree, the MSc in Organizational Behaviour from Birkbeck College of the University of London costs only $5,000.
