Don't think so, Rich. Never saw that, anyway. From what I glean, it appears Shivanam Bhandary received this honorary award as a successful businessman, who is said to have done philanthropic work for the advancement of his people, the Bhandari of India. A Wiki-bit on the Bhandari here:

    https://en.wikipedia.org/wiki/Bhandari_caste

Yes, I think we still can laugh here - only at the "school," though. I hope Mr. Bhandary and/or his supporters managed not to overpay for the award. The school's website seems to have disappeared.

    Let me modify that:

Yes, I think we still can laugh here - mostly at the "school," though.

Anyway, I'm sure neither the recipient nor the awarding institution cares what we think, eight or ten thousand miles from the award ceremony.

Then you're doing better on this than I am, Hierophant. Only other "university" I could find at this address was one CAU clone, "The World University" at theworlduniversity-dot-education (yes, the full word). I ran 'em both through Whois, with negligible results. Was hoping to find out who owns or administers them. No luck.

Try doing a web search for [capital of Wales] City University (not to be confused with University of Cardiff and Cardiff Metropolitan University). Another's Facebook page is in post #12 in this thread. You found a third. There's a fourth one at a different nearby address but the same phone. (Do a web search on the phone number.)

Great choice of name. If you say 'Cardiff City' in Cardiff, you're normally engaged in a conversation about the local football team.

The University with the Welsh-sounding name - has "borrowed" some text on student financial assistance verbatim from Kaplan University. Whois shows the same contact as "The world" school I mentioned earlier - an email address at Hotmail. This Hotmail address turns out to be an acronym for what appears to be the parent organization of these schools: The American Group for Managing Educational Projects in the United States of America. That group is parent in turn to AIPS - the American Institute of Professional Studies, which, in its turn is the parent organization of yet another Delaware Incorporated University, which goes by the acronym AUKE. The AUKE website is no longer in operation. AUKE was accredited by something called SWAC - "The Southwestern Accreditation Council." Not one of the Big Six Regional Accreditors.

Who's behind the creation of these schools? All roads appear to lead to the aforementioned Professor Ralph Thomas of the UKCCL, Christhomas Consortium and other organizations. I believe he also holds a "Grand Ph.D." - a degree which is only conferred - as far as I know - by WIDU - World Information Distributed University (Belgium).

The AIPS site says AUKE was incorporated in order to establish "collaboration with degree awarding institution to offer the Faculty Members (presumably, of AIPS) with Professional Degree Qualifications."

"To fulfil this septic objective," (sic) AUKE was incorporated in Sept 1981. AUKE's incorporation application was filed by the Executive Governor General of Corporation of Executives and Administrators, Prof. Ralph J Thomas.

Well, now that mystery's solved, I think it's time we changed the subject.

It used to be very difficult to keep track of all of Professor Thomas' associations, societies, commissions and universities but now that he's semi-retired, it's become a bit easier. WIDU, yes, and European Continental University, British-American University, Westminster International Varsity, Irish International University, Newport etc etc.

You can get a Grand PhD at the International University of Fundamental Studies, the Euro Mediterranean Academy of Arts and Sciences, Newport or West Coast University Panama too but I think Newport calls them Post Doctorates. In Russia, it's known as the doktor nauk: the WIDU guys just stole the idea.

True. I found some of the other sources of Grand PhDs later, via Newport's page, when reading further about Prof. Ralph Thomas' latest appointments etc. Should have gone back and corrected it. Knew I'd be found out!

Now you mention Newport - formerly California, now reconstituted in Latvia and points east, I saw the name of Prof. Thomas on the site. From the Newport page, dealing with something called the Consortium of Professional Bodies and Universities:

    Chair of the Governors
Prof. Ralph J THOMAS MHCIMA, fcea, fbha, frsa, dba, phd

If I read the site info correctly, one of this organization's concerns was the accreditation and wider acceptance of the Grand Ph.D. and also the International Ph.D., which was noted as the highest possible academic award.
Wonder when they'll come up with a new one to surpass it.

I wonder what they will come up with: an intergalactic or universal PhD?

By the way, one of the members of the Euro Mediterranean Academy is head of an institute in the US accredited by ASIC.

There's plenty in the Central Atlantic, it just all happens to be under a few thousand feet of water.

My dream is to say I have an intergalatic PdD one of these days. I can dream can't I? Either that, or a pseudo PhD.

I won't settle for anything less than an interuniversal or pseudo-galactic PhD.

    So, Maxine Asher was right?
