CC's with open enrollment and no time limits

Hi Guys:

Before I post my question, I would like to thank the many people who contribute to this board, the knowledge, inspiration, and advice dispensed have always been top rated and very much appreciated. Education is that which binds us!

Here is my question:

Does anybody know of a few Community Colleges that offer distance learning classes which:

a. Have open enrollment
b. Does not put a limit on the number of assignments within a given time period.

Bonus Points for:
c. The most classes offered
d. More than one format i.e. on-line, correspondence, Course Credit by Examination, etc.

My aim is to get the prerequisites out of the way, and it seems to me, Universities can be too expensive for this purpose.
