Probably the same logic that is behind in state / out of state fees. Protecting the scarce educational resources for their "own" students. And if one is still willing to pay the fees he probably supports several places for Southafrican students.
This is interesting. I'm going to predict that this will lead to a huge decrease in international applicants (maybe that's the purpose). How many schools in the USA offer DL MBA programs for less? I think the answer is "a lot." Maybe they think they've got a cash cow, maybe they're trying to keep people out. Wait a year or two. If the price comes down you'll know the answer.

It's just over double what South Africans pay, which seems to be standard. UCT is very highly regarded, and very expensive for South Africans, too.
