Can one get extension campus tuition rates for on-line classes?

Not far from where I live is an extension campus for a large state university. The state tuition is about $800 per course, but the extension campus, which only offers lower level courses, has rates of about $300 per course. Do schools often allow students to apply at the extension campus, not actually study on that campus, but then take the on-line upper level classes to get the $300 rate, instead of the regular campus rate?

Extension school students will probably be evaluated as transfer students if applying for a standard degree.
