Well-known and cheap don't often come together, especially with international relations degrees. I'll see if I can find my old list because I researched hundreds of similar programs before settling for a cheap, podunk state university.
Try Norwich University (Vermont) don't know if they are cheap but the degree is respected and 95% online, just need to show for a week at the end usually.
They're not cheap but highly reputable - Norwich has been around since 1819. (Disclosure - I earned my own M.A. at what was then Vermont College of Norwich U.) Another one that comes to mind is one of the earliest DL programs in international relations - the program has been around for well over 30 years: Salve Regina University in (I think) Rhode Island.
