It's essentially an automated way of cutting the budget in the absence of human cooperation.

I took some Nyquil so my nope's not running anymore.

The record breaking ellipsis was to make sure I had enough wiggle room for my post to pass the 10 character minimum.

    Abrupt, yes.

We should wait until at least 10K before we consider treating someone to our neverending (of never beginning) wit and witticisms.

But it wasn't anyone's intention to let the cuts go through like this. It was supposed to be a metaphorical gun held to their collective heads to get them to enact real budgetary work. They didn't do it.

Agreed. Perhaps it will never come to pass.

Not quite true. The DoD has a certain amount cut to the amount that they were appropriated. They do have the ability to decide where they make the cut within the organization in order to comply with the reduced funding. It is a shame that they chose to take it out on the backs of our troops instead of actually cutting out some of the wasted spending that takes place in the DoD. Personally, I think they could have given the DoD an even larger cut, and had they actually looked for waste in implementing it, no one would have felt a thing.
