    Quite.

    But then some (unscrupulous ?) people may be inclined to suggest that if RA institutes are exempt from BPPVE requirements by virtue of their RA recognition, then maybe BPPVE requirements approach equality with RA.

    Or even worse - that the RA institutes may be required to accept BPPVE-holding candidates to faculty positions, higher education courses etc. etc.

    The mind just boggles .....

    Those same people might be inclined to suggest that because Nobel laureates at Berkeley are exempt from needing a library card, then maybe library cards approach equality with the Nobel prize.

    And others might suggest that since RA requirements are so much higher than BPPVE that it only makes sense that RA schools should not have to prove that they've met a lesser standard.

    While this may be a good idea, I have some concerns.

    A California branch or extension of an accredited out-of-state school will probably have considerably fewer physical and institutional resources than the main campus. It will be employing different locally recruited faculty. Management from the home campus may or may not be adaquate.

    I'm particularly concerned about the geographically-dispersed University of Phoenix-style institutions. While the North Central Association may match WASC standards on paper, does it really enforce those admirable standards at a hundred different remote sites, many of them located far outside the NCA territory?

    There have been repeated anecdotal reports here on Degreeinfo suggesting that the UoPx has been having trouble maintaining a uniform product throughout its empire.

    I'm not sure if the BPPVE would really be helpful in making sure that the California branches of out of state schools aren't allowed to slide, but exempting those branches from pretty much all local oversight seems to contribute nothing at all.

    From the analysis:

    8)Exempts regionally accredited institutions from specified approval processes and requirements, and qualitative reviews and assessments that are otherwise required for degree granting, non-degree granting or registered institutions subject to provisions of the Reform Act.

    The vagueness of this statement is the most worrisome thing about the bill -- and the text of the actual bill is not much more specific. At first, we were led to believe BPPVE would not review curriculum, but would still have oversight of any CA locations to the extent of ensuring the quality of instruction. Now, to read the bill in its newest form, it looks like even that level of oversight could conceivably be eliminated, and that RA schools would only be required to prove their IPEDS paperwork was in order.

    BPPVE is stretched very thin these days, but it would be a mistake to allow this to be used as an excuse to take all qualitative oversight of non-WASC RA's out of the Reform Act.
