Is Plagiarism becoming more false positive?

Is Plagiarism becoming more false positive because information is generated exponentially on a daily basis? I wrote a title for my assignment based on the assignment requirement. I ended up with so many hits for Blackboard SafeSign.

I pretty much got flagged "How Organizations Integrate Enterprise Risk Management (ERM) Strategies."

 

My experience with TII is that is not so useful anymore except when an entire paper has been lifted. On short technical assignments, it just flags everything because it is a stupid bot.

 

When accuracy and precision matter in a title, the ways one can state a STEM or management/organization science concept might be limited.
