    This is exactly how security and some targeting camera systems do motion recording and targeting.
    There is a short buffer of video that is held as time goes on, let's say 10 seconds. It is a "moving window" of 10 seconds clip. If nothing changes from previous 10 seconds, nothing is recorded to the storage media. As soon as something moved, the buffered, previous 10 seconds is recorded and of course the new material is recording until it hits a new window of certain length (say 90 seconds) where nothing is changing.

    For targeting it is nearly identical, but the distance is recorded by two different angles, and this not only provides motion detection and distance, but most likely trajectory.
