CTU is an online for profit and Prairie View is a historically black college or HBCU.

All well and good if you are a black person, in our area if you were white and had a degree from there it would raise some eyebrows (rightfully or wrongly)

I toured the campus and it was nice, dates back to 1867 I think. I did not see any honkies around on our tour. I have attended an HBCU and I have very mixed feeling on how people perceive this.

Most people will not realise Prairie View A&M is a HBCU, while it's pretty clear CTU is a for-profit. Having said that, the question makes very little sense. One degree is a doctorate while another is a Master's; these are very different, and could be used for very different careers. If it is all the same to you, stick to the Master's as it is shorter. There's no real need to "adjust" a foreign degree, whatever this means; getting local experience is far more important. I guess US degree could be a vehicle for this, but probably not an online one.

DCS at CTU is Hybrid, there is a residency requirement. It is not considered as fully online degrees.

    This is a big difference.

A second Masters degree in the same discipline makes very little sense to me. As Stanislav has pointed out there is no need to "adjust" a foreign degree. As long as it generates the appropriate statement of equivalency, which I am confident it did when you applied to Prairie View A&M you are fine.

If you want a Doctorate then pursue that degree.

Unless you are attending a top tier school in CS (Stanford, Carnegie Mellon, or Florida State (wink wink Stanislav)) then -- while not always accurate -- the rest are all the same.

To me standing still is almost as bad as going backwards. Another Masters in the same discipline is virtually going backwards.

Actually, no, FSU is nowhere near Stanford, except in sports and maybe a few highly specific programs. It is a major research state flagship, so it counts for quite a bit, but not to the point of being in elite group. If you define "top tier" as top 100 schools like USNews does, then yeah, FSU might squeak into it. And naturally, it's RA/ABET/AACSB etc., all nine yards.

I was just checking to see if you were paying attention. lol I went to Virginia Tech for my undergraduate and I loathe the fact we lost our only shot at the College Football BCS Championship to FSU. I'll hold that grudge forever. Besides that FSU is a very good school in my book.

Considering your particular scenario, you will get more benefit from some professional certification in your respective 'field' than any tier 2 Masters or doctorate. Forget even cert, just polish your skills. For example if you are targeting programming job but you are a below average programmer, you will always struggle to land a job only based on degree no matter you get a tier one masters. On the other hand ppl like me (who are foreign grads) never have any issue with holding a foreign degree while finding jobs.
