RESIDENTS OF ALABAMA, ARKANSAS AND KANSAS:
The University of Massachusetts Amherst is presently not accepting applications or registrations for online courses, degrees or certificate programs from residents of Alabama, Arkansas and Kansas.

    Anyone know why this is?

The School of Public Health and Health Sciences is accredited by the Council on Education for Public Health (CEPH), the organization recognized by the US Department of Education to accredit public health schools.

The University of Massachusetts is accredited by the New England Association of Schools and Colleges (NEASC).

Because those 3 states have laws that forbid out-of-State DL schools to enroll students in their state without State Authorization. UMass, for whatever reason, doesn't want to go through the process of obtaining approval from those 3 states.

So policymakers in Alabama, Arkansas, and Kansas are the ones stifling education competition through onerous licensing? If only conservative politicians meant it when they said they believe in free enterprise!

Here is an even weirder situation. There is a Doctoral Program in Community College Leadership (Doctor of Management) offered by the University of Maryland University College, only catch Maryland residents are unable to enroll. It seemed Bowie State University had a similar program and successfully convinced the State Higher Education Board from allowing Maryland residents from enrolling.
