The OP already noted (in the first post - line 6) that he's not interested in nationally accredited schools. CSU is DETC. I think there are enough nails (requirements) to keep this particular "coffin" shut forever.

Indeed - except the sites that will grant you one in 30 days. You merely have to be in good standing (with VISA/MC/AMEX) to get one. And there are likely a couple of "Accredited-by-G*d" religious schools with quick turnover and cut-rate prices.

At the risk of repeating myself - and having Ed Edwards laugh at me again   .. or has he even stopped yet?

Cal. Coast is highly regarded by many - but again, it's a DETC school, so I assume from his first post, the OP is not interested. I gather what he wants is something which appears to be restricted to a few people - those with strong research and academic publication backgrounds.

FYI, Cal Coast requires a Masters in Education to enroll in the EdD program or take 5 pre-requisite courses if a masters in another field. The OP states they have a Masters in Communication.

UNISA for less than 5K. Not me. July 2014 will be year five for me. I have spent over $8000.00 so far. If you can do it in two years, God bless and good luck. Not me. :)

This Ed.D. Program offered by the University of Houston certainly meets the requirement for "quickest"...only two years. Looks like a solid blended program. Not sure about costs but I'm a Texas resident so I'm intrigued.

It's seem the average tuition was about 2k per year? I've just take a look at IACI website and the tuition for 2013 was 2264 USD, meaning its increased about 5 - 10% a year.
