Hm. I know nothing about IT, but I do wonder about what kind of job requires a Ph.D. The 0 years of real world experience is especially baffling :scratchchin:

In my neck of hood, thre are Ph.Ds in interpreting, but they generally aren't practitioners. In fact, many of them aren't nearly good enough to actually be a terp themselves.

How adventurous are you feeling? What's the harm in applying?

I have seen this reduction in years of experience based on level of education in the usajobs.com system for federal jobs.

It sounds like a job with a bureaucratic organization such as the government.

Note that it does not require a PhD, only that education may be substituted for experience, which is common for a government job... you can get into this job with a bachelors plus five years experience, a masters with two years experience, or zero experience with a PhD.

I have seen an MS subbing for 2 years of experience but thats about it. I have never ever seen a PhD subbing for 2 years of experience past an MS.
I have never ever heard of a job that requires a PhD in my field and have heard managers joke about hiring a PhD and have heard a horror story about a PhD that was hired who insisted on using a tablet pc to work and put his feet up on the desk and "researched" all day until he was fired :)
All of my jobs have been very applied in nature, however.
