    Those FEMA courses are evil, I had to do them for oil spill response and I could barely stay awake to click to the next slide. But I have to make sure I keep copies of my certs or I'll be forced to do them again.

    Hello, I received a brochure today for Hillsdale College that advertised two free non-credit courses. These are Constitution 101 and Great Books 101. There is a certificate of completion included. go to online.hillsdale.edu . Thanks. Hille

    From India, but you can enroll online. You can take several certificate courses and even a 3 year Bachelor of Arts degree, tuition-free, with MOOCs. There is a small fee to take exams.

    In the absence of information, that would be my assumption as well, which would mean the degree is $1800, not $100. Still very low by American standards, but not game changing when it comes to low income countries.

    Try Germany. Education is free for everyone including foreigners. Many U.S. Students are going there to avoid the high tuitions at home. There are others European countries with free education for foreigners. You will need to do some research.
