If you like it so much, apply. The worst that can happen is that they say no. Just be sure that programs in their SCS are F-1 visa eligible. I'm not sure about that, but they can confirm that either way.

Yes its eligible and its a STEM course too, so there's the OPT extension as well. Yes I will most probably just apply for it, however, I was just using it as an example though, wanted to get some university recommendations here for a course like that..
You have not correctly translated this. You might have a 70% in the Indian system but that is not a US 70%.
