The question if Scrooge McDuck would be there is indeed an interesting one. After some thinking about it, I would rather say that he is *not* a plutocrat. Generally, he is seldom shown to have any political power, and that Duckburg's equivalent to the IRS is pushing him around is the background of quite many stories. So, he is quite rich, but the lack of political influence shows that he is not a plutocrat. Other opinions?
The "crat" part comes from "kratos" in Greek, which means rule. I say, if you have the money - then you have the power to rule. Whether you exercise it or not - it's there. That makes Scrooge McDuck at least a potential plutocrat. He's got the power but isn't interested in exercising it. And of course IRS agents can push him around. American tax agents are often armed. They can push anyone around or fill them full of holes. I once saw the yearly amount the IRS spent on guns and ammo. It was staggering. Maybe that old German proverb "Wissen ist Macht" (Knowledge is power) should be changed to "Geld ist Macht (Money is power). For IRS agents it might be "Das Gewehr ist Macht (The gun is power.) Other countries' tax authorities let the police do the raiding - and hand over the books and other evidence to the tax agents.
Actually, when I was responding to the "where plutocrats go" question I got mixed up. When I wrote about the school where Pres. Trump doesn't go and Donald and Uncle Scrooge do/did - I was talking about Disney University, not Pluto Living U. My mistake. No matter - doesn't change anything I wrote in the post above. I know Mr. Trump graduated from The Wharton School, at U. Penn. At times, I think perhaps he took some postgrad courses on Pluto --- who knows. (Elon Musk?)

No, Greg. As "lifers" around here know - I'm generally not in favour of things - including creatures of any number of legs - that call themselves universities and are not. As this animal posing as a university is Quebec-based, I am informing the Bureau de Coopération Interuniversitaire forthwith. I think Pluto is probably trying to "sneak under the fence" into Academia with SPCA "accreditation." Not gonna happen on my watch!
