How to convict Shoab Shaikh: We all chip in together and bribe another judge to find him guilty!
I think it's the only way, on his turf.

Pretty easy to figure out. I think we might have a "hanging judge" here - and bei mir, that's a good thing. (Quote from article cited by Kizmet, post #208):

"However, the CJP remarked that raising the money (100 million rupees - $864,500 US - required to be deposited in court) should not be a difficult task for the company. “You only have to sell two degrees,” Justice Nisar said." :)

Good. I'd imagine that 7 years in a Pakistani prison = about 40 years here, in general discomfort, etc. And that's fine. But the fines? 600,000 rupees is less than $5K US. Hmph!
I think there are still some US residents, known to be deeply complicit in the Axact scheme, who have not yet been arrested. Perhaps the FBI is looking deeper into details from cooperating witnesses in the U.S., e.g. who opened bank accounts - and where. I like to think so, anyway. . .

So many sites still active - and as Dr. Bear pointed out, new ones still being hatched! Yes - there must be some Axactians still out of jail and toiling hard, coding and uploading new bogus websites daily! I know it's not over yet...

The newspaper writer actually sounds proud of Axact:

"The developed world couldn't produce a feat that the fertile brains of a developing country managed to offer to the world. It's often said that given an opportunity our boys can do wonders in any field..."

Western nations don't have a lock on sarcasm, Heirophant. This is SO obviously the Pakistani version - "why, even our crooks are talented" and not bad either. I read the whole article and thought the journalist did quite well.

From that article, the words of a High Court Justice: "The Federal Investigation Agency (FIA) says that hundreds of thousands of people were defrauded but not even a single victim lodged a complaint..

How wrong can these guys be! There have been not only complaints, but legal judgments. What about the unpaid multi-million dollar judgment obtained by American lawyers for their client - a victim of Axact's Belford High School scam? And all the other complaints mentioned in the media - individuals who had spent as much as $250,000 to get Axact "degrees." This is Pakistan, I guess...
