Good catch, Ted. If this is the key to the riddle, then the answer could be Chile (Pacific Ocean) and Guyana (Atlantic Ocean) during Standard Time. They are in the same time zone, but Guyana does not observe Daylight Saving Time. Also, if I understand these confangled time zone maps correctly, it looks like parts of Brazil (Atlantic Ocean), share the same time zone as Chile. EDIT: Oh, and here's my delayed observation that Mexico, Columbia and multiple Central American countries (states) themselves border both the Pacific and Atlantic. It took a while for that to hit me, even though in hindsight, it seems obvious.

The western Florida panhandle is in Central Time. An hour earlier is a notch of eastern Oregon, in Mountain Time. When Daylight Savings Time ends, that section of Florida is, for an hour, at the same time as the notch in Oregon.
