City University Cambodia

    Hi everyone,

    Does anyone know about City University Cambodia, probably this is their official site: City University | City University

    Do you think it's legit? I would be thankful if anyone got an idea...

    A quick review of their website and Google raises several red flags; they have no mailing address or phone number for contact, just an online form to fill out where they only ask for your email address.

    They also seem to be affiliated with the less-than-wonderful Pebble Hills University, which has a registration address in Belize, but mail drops in California and Austria. The California address for Pebble Hills University is a mailbox/shipping service;

    I'd proceed with extreme caution, use a fake Yahoo or GMail account if you're going to contact them, and don't send them any money for an "evaluation" or anything else until they've been more thoroughly vetted.

    "If you're compelled to ask the question of whether a school is a scam or is legitimate, the answer is that it's a scam."

    There's not a single Cambodian person pictured on the site and there's no Khmer mirror.

    Whois: School's tech/admin contact is Kvenghong Kao - address in Phnom Penh. "Accreditor" IARC is an Australian biz - also has a UK Company Registration. Tech/admin contact for IARC is in Queensland Australia at acs.edu.au. This is an Australian distance school (private) offering about 600 courses.

    Ergo the Cambodian School's "Accreditor" appears to be an Australian private non-government business - an international sideline run by people at a private distance school. You can see the accreditor here: www-dot-iarcedu-dot-com

    IARC also accredits Bircham International University, Warnborough College UK and West Coast University Panama.

    Absolutely. City University Cambodia is, as far as I know, recognised in Cambodia. IARC accreditation and an affiliation agreement with Pebble Hills (thank you Bruce for that information) however are not exactly the sort of things I find impressive.

    Correct, it's listed in the World Higher Education Database as a public institution founded in 2005 and accredited by the Ministry of Education, Youth and Sport.

    So far so good, but the Pebble Hills connection and the IARC accreditation are problematic, in my opinion. There also seems to be some sort of validation agreement betwen City University Cambodia and Western Orthodox University and Universidad Empresarial de Costa Rica, see www dot oxceluk dot com. Western Orthodox University is a John Kersey creation, and he happens to be a graduate of Empresarial and a business partner (www dot thedegreepeople dot com) of Sheila Danzig who is, among other things, a professor at Empresarial, at least that what she states on the degreepeople website and have no reason to doubt that it's true.

    Interesting. The Australian distance school that hosts IARC says on its webpage that some of its courses enable grads to seek "higher qualifications," e.g. those of Warnborough College. Same family name appears to be involved in operating the distance school and IARC.

    UNIVERSITY ACCREDITATION

    City University was funded by the public Institutions and it was registered to the government of Cambodia since 2005. City University is a fully established university in Cambodia and recognized as private university by the Education Ministry of Cambodia. Moreover, City University is included in UNESCO’s Database WHED under Cambodia.

    Thank you for that quote. I'm sure someone, somewhere will fall for it. A lot of that website is bogus as Hell! The chart of employees (an unbelievable 4,400+ at City U.) is COPIED verbatim from a Brown University page on Rhode Island Employers. Well-known and reputable, Brown U. itself and all other companies claimed the exact same number of employees in this report as on the bogus City University copied page. See for yourself:

    I'm sure it is. As what, exactly? Do their degrees have mainstream standing? Any standing? How are those connections with Pebble Hills and Universidad San Juan de la Cruz working for them?

    If a university is listed in WHED, it's recognised. It doesn't automatically follow from this that the university in question is also a bonafide institution, though. City University's exact status is a bit of a mystery to me. According to the information in WHED, it's a public institution, the university however states on its website that it's recognised as a private university.

    You're guess is as good as mine, I'd say. I've contacted the Ministry of Education, Youth and Sport about other universities in Cambodia, asking specifically about their recognition status, but the Ministry hasn't been very responsive this far.

    I don't know, the information about the affiliation agreement between City University and Pebble Hills comes from Pebble Hills and I don't consider Pebble Hills a reliable source of information. In the past, Pebble Hills has claimed it's accredited by ASIC in the UK, something ASIC has categorically denied.

    In general though, I think some unaccredited universities consider Cambodia one of the best places in the world to do business in at present. St Clements University, for example, see Sastra Angkor

    Yes. St. Clueless U. should know all the fertile grounds. It has been known to operate from Cambodia, Switzerland, Liberia, Niue, Somalia, Turks and Caicos and at one time from "a Grog Shop" (liquor store) in Australia, in the words of Australian Senator, Kim Carr. :laugh:

    Right. It's not a reliable source of anything.

    I checked the WHED database on www.whed.net and City U is not listed. However, their is another site claiming to be the WHED and part of UNESCO (union nacional de educacton superior continua organizada) but which is obviousy a suspect site as UNESCO doesn't at all mean this. The Handbook on their site is copied from the real International Handbook of Universities; one look at this website and anyone should be able to tell it's not in the slightest credible.
