I teach in Kentucky and unfortunately my state education standards board will not allow me to attend an online program that is not licensed in my state. (They will not accept it toward pay raises or rank advancement)

I have found Indiana University of Pennsylvania
Composition and TESOL, PhD - Graduate Programs - English - IUP

    and Hellenic American University
Ph.D. in Applied Linguistics - Hellenic American University

Both of these programs are low residence. Does anyone know anything about these schools or any similar program?

IU now offers an online EdD in language ed, but unfortunately it is not licensed by my state.
Ed.D. in LCLE (online): Literacy, Culture, & Language Education: Degrees & Programs: Graduate: School of Education: Indiana University

Any help would be greatly appreciated.

To be honest, I'm probably not going to dig up any other programs only to find that they're not on "the list."

You could try the EdD in Educational Leadership at the University of the Cumberlands, which is in Williamsburg, KY. They have an 18 semester-hour concentration, and one can transfer it in if it's earned elsewhere, perhaps you could find UC courses that meet your needs or else take them somewhere else and transfer them over.
