You could start one that is legal pretty easily, even in the U.S. But legal doesn't mean academically legitimate; that's something that would take time no matter what. And using it to teach? Only if the hiring person at the school doesn't know what he or she is doing.
It seems to me that it could be done but the first question that comes to mind is, "Why would anyone want to be a student there?" They would have a certificate/degree from a non-accredited organization that has no history or credibility and that no one has ever heard of before. I, for one, would never pay money to such an organization.
Possible, but not likely, unless you had the credentials to be able to establish the institution, staff it with qualified personnel and receive authorization from that country's ministry of education. As far as being able to use it to teach, your degree would likely need to be evaluated by a foreign degree evaluation service, such as WES or AACRAO's IES to be considered equivalent to an accredited U.S. degree. Unless you have time, money, resources, qualified colleagues and some influence, this would not be a viable way to go.

Actually this can be done and has been a very effective model.** It is called a diploma mill. **-until you get caught for mail fraud, tax evasion or any of the other reasons why mills are shut down.
He's not in the U.S., so tax evasion isn't an issue. And it's not mail fraud if the school is operating legally, for example with a religious exemption from oversight that many U.S. states offer. He could be set up in a week to do exactly this if he were so inclined. On the other hand, no one would recognize the degree for professional purposes, so he'd be right back where he started in practical terms.
As has been said many times before, he may as well just print out a nice diploma on his home computer. It has equal value and is actually less expensive.:burnout:
