I'm doing the MA in Communications at Ellis College (now Ellis University)... one of my courses is Multimedia design in which I have to buy Photoshop, Dreamweaver, and Flash. Not what you're looking for, I'm sure, but thought it might give you a start.

Pen Foster College offers a career diploma in graphic design, and the whole program is likely cheaper than a single course at Ellis. Alternatively, you could take free courses here.
Yes, the software is expensive... but there is a student discount. Problem is, you need to fork out the cash or get by "other means" because Adobe is the standard for graphic design. I can't recommend anything about the class because I have yet to take it.
Savannah College of Art & Design is regionally accredited and offers an online graphic design program. The Academy of Art in San Francisco (also regionally accredited) has a number of design programs being offered online.
There are a number of good graphic design schools out there, online or on a campus. These types of graphic design degree programs are specifically designed to give you the introduction and knowledge you seem to be looking for. It'll be hard getting jobs in graphic design without a degree, so you know.
