That's quite a list, and no they should not get a clearance if they don't pass the requirements. People who are here illegally should not get to stay. If a Dad and his son break into my house, after the police come and take the Dad away the son does not get to move in.

There are several problems with this article.

Filling an SF-86 does not grant you an interim clearance.
There are all kinds of people who fill out the SF-86. That does not mean they actually get a clearance.
Interim clearance is significantly more restrictive than finalized and adjudicated clearance.
McGrath is talking out of his derriere. A TS is just as stringent as it was before, interviewing friends, family, neighbors, co-workers, and social media - and more.

Finally, clearance is a horizontal or row oriented, while others SSBI or SCI is vertical or columns of access. That is, just because someone has a TS it does not grant them access to all TS material. They have to get the right compartment access added.

    Can it be improved? Yes.
