    "Sorry sir, we cannot put you on the FBI's watch list because you don't have $5. But fill out this form and plead your case and explain why it would benefit the US gov't to watch you and it will be sent to the DA to consider. If your fees are waived you will be expected to pay them back as you are able or within one calendar year."

    Also, my friend suggested that it appears you could easily sign up somebody else. I wonder how many submissions have been done on behalf of Bush or Obama.

    It sounds like a way to charge people when specific charges are difficult to amount. Then again, if they can be found guilty of this, then I am certain that they could be found guilty of conspiracy (wouldn't you have to prove conspiracy to even invoke this law anyway?).

    OK, where are the legal experts?

    If the form is filled out and sent to the state without the $5 fee, would they still enter the information into the subversive database? :eek:
