The Florida Senate pushed the bill through last year but it didn't go any further fortunately. Florida Truck Nutz ban
I say why bother outlawing them? They send a message. And that message is: "Not only do I have a small penis, I also have teeny tiny balls." Do some people think it makes them look... virile or something?
