    Therein lies the rub. Mbeki seems aware of that little sticking point.

    Well, it's one of those chicken and egg things. You need democracy, the rule of law, and respect for private property in order for capitalism to work. Hence the need to get rid of all the little petty dictators. But you need a people with some experience of freedom to stand up to the dictators. And freedoms are secured by having some economic standing.
