How to improve online student performance?

How can online student performance be increased without dumbing down the class? I realize most student performance is dependent on how much effort they put forth. But what can be done on the curriculum/instructor side?

Here are some ideas I have:

Short, simple and clear assignment instructions
(if I'm confused as the instructor then students are confused)
(separate actual instructions from plagiarism, honesty, tips, guides, suggestions, etc.)

Assignment examples in addition to the existing instructions
(an example goes a long way to clarify instructions)

Practice quizzes (I'm a huge fan!)

Suggested topics to study for quiz/exam
(specific list - not "covers chapter 3 and 4")

Short videos on very specific topics
(student can watch 2 min video on exact topic they need help)
(rather then watch 30 min video just to find the 2 min part)

    What are some other ideas?

This is actually an instructional best practice. I model my assignments when I can. The only time I do not would be when providing an example would give away the whole assignment.

Reduce plug-ins - limiting material to things that will work with the most basic browsers. I rather have a functioning page than fancy menus that only work in Jambalaya browser version 13.12.2A.Alpha.
