Summer Puzzler

It is getting harder and harder to come up with a puzzler question that cannot be answered either by 3 minutes of Google searching or 1 minute of doing a Vulcan Mind Meld with Gus Sainz.

Let's try this. Here's a picture of something that has something to do with higher education. What is it?

This one's too easy. Obviously it's the device that converts five years of pumping gas into three and a half years of college credit at KW.

I think it is a device used by RA accredited university registrars on poor unsuspecting DETC accredited university students who innocently attempt to transfer their hard earned credits.
