  1. LEGISLATION MOVING THROUGH CONGRESS would change the way the
    Defense Department administers some basic-research programs,
    moving funds from the Office of the Secretary of Defense to
    the individual military services. Many university officials
    and lobbyists fear that the changes would mean more emphasis
    on applied research and less support for long-term,
    basic-research projects.

    I expect the individual military services will compete to build the best $500 toilet seat. :) After all improvements, plus new safety features-seat belts-air bags, the new seats will be ready for $2000, but they only come in o.d. green. :)
