    Perfidy

A proposal to warm every totalitarian heart.

And of course non-union teachers would be welcomed to teach these programs.

...and perhaps offer hope to a society in which many people cannot read or write.

Not of course in the government schools. Private schools, if offering kindergarten, might be non-union. Guess the private schools would have to start offering kindergarten to maintain status. Don't know where this would leave the growing number of home-schoolers.

Mandatory! Why, aside from the money-grubbing, must everything be made mandatory. Why tear a child from its nurturing home environment to ensconce it in some sterile, stultifying government institution.

Cannot read or write because of the government schools.

How is this child-snatching going to increase literacy? They already have captive the children for twelve years of non-learning so how is one earlier year going to help?

Head Start, like DARE, is a bust and so would be mandatory kindergarten.

Is there any particular reason you would remove any choice in the matter from parents?
