In Texas, students who complete their bachelor's degree within 3 semester credit hours of the total number required are eligible for a $1000 tuition rebate. I don't know how much money this program has saved the state, but it is substantial.

Estimated costs for two semesters (15 credits per) at FSU:

    Florida Residents Non-Florida Residents

    Tuition/Fees $ 2,684.00 $ 12,288.00

    On-Campus Housing 3,134.00 3,134.00

    Food (Meal Plan) 2,494.00 2,494.00

    Books/Supplies 700.00 700.00

    --------------------------------------------------------------------------------

    TOTAL $ 9,012.00 $ 18,616.00

The Texas plan may sound good but it amounts to a bribe to the students to consume less of money that was never rightfully theirs. And it does nothing to address costs that have, with little doubt, run out of control for the taxpayer largess.
