How can the ULC Seminary be a degree mill? To obtain the Ph.D. ($100 free will offering) one must successfully answer 75% of the questions in the course. And the site states that people around the world have this degree.

Rosie got ordained by the ULC (there was a small fee at the time), because she understood this would give her the authority to perform marriages in California. (She has rejected the idea of getting a degree from them.) Is she mistaken?
