Governments do not pay for college tuition for inmates anymore. There was a time when inmates were eligible for Pell Grants, but no more. There are private funding sources still.
There have been two foundations in recent years whose mission was paying tuition for inmates, but both used up all their capital and went out of business. The only 'outreach' program I know of is one offered by the University of Southern Colorado's Office of Continuing Education. (p. 313, Bears' Guide)
I'm not aware of specific research indicating the use of distance education by the incarcerated, but you might want to check with some schools who have specifically reached out to those in prison. Specifically, Ohio University has offered a College Program for the Incarcerated since 1974 and may have some useful data. Also, I seem to recall that Taylor University's Center for Lifelong Learning had an independent study outreach to those in prison. A quick review of their Web pages didn't offer any mention of grants or other financial support, but they may be worth contacting for more information. Jason --- Jason D.
