If you're not cheating, you're not trying. Oh, wait. That's baseball. Never mind.;)

    Arrested ?

Making an arrest is rather stupid.

Anyways, when I took the GRE, we were watched by cameras that were mounted in the ceiling over each desk. The administrator watched us from a different room.

The NYPD should have simply Louima-ized them and then let them go.

Hah. He/she told you he/she was watching. But probably outside getting some sun.

I have experienced many styles of invigilation. I have taken University of London exams at a college testing center where they have a full-time invigilation staff. Exam takers sit in tiny cubicles with partitions (so you can't see your neighbor's work), and the invigilators are outside the room with a large (ca. 30 ft by 6 ft) window through which they watch the proceedings. The problem with this place is that the cubicles are tiny so there's no room to spread out.

I have taken USQ exams at the Australian consulate on 42nd St. Here all the exam takers (each taking a different exam) sit around a large table along with the invigilator. Typically we have one invigilator for one or two exam takers. You can't scratch your nose without the invigilator making a note of it. The problem with this place is that different universities require their exams to be taken at slightly different times (e.g. Charles Sturt starts at 9:00 am, USQ at 9:30). So there's a certain amount of coming and going.
