John McVicar (once Britain's most wanted man) also did a degree in English and later lectured in Leicester University. However, being a British national myself I am in no way saddened to see Hindley go.
Captive sudents EBS has had several prisoners taking the MBA, both those who have been guests of Her Majesty here in the UK and several who have been guests of the State in other countries, including the USA. Their exams are treated no different from elsewhere though their results may be delayed because of prison rules about the distribution of incoming mail. In general, I would think distance education facilities that help the prisoner learn must be a sensible use of resources.

When I did my undergraduate degree back in 1988 all tuition plus a living allowance was paid for by the local authority. At the time it would have been the same for the incarcerated. Apparently the government has since brought in fees. I have no idea what guests of Her Majesty would do to get into a program today.

During the time our company was supplying courses to US students, we were told, informally, that one of the highest exam scores ever was achieved by a US inmate, who happened to be a German pilot based in South America. (English was his third language.) His parole board had offered to reduce his sentence considerably if he earned the degree. What an incentive! Incidentally, that was when we learned that whatever you plan for, something else will come along. EBS courses came (probably still come) in looseleaf binders. At least three prisons where there were EBS students would not accept those binders, because they could be turned into weapons. We had to have the courses re-bound. ("All right, copper, out of my way, or I'll beat you silly with my MBA course binder...")
DL only in HM Prisons From memory both John Vicar and Myra Hindley did Open University dl courses, though the OU requires campus attendance, so I presume special arrangements were made for the residential requirements. EBS MBA programmes do not require campus attendance, hence our students have no problem with completing without seeing or being seen by faculty. The ring binders are still with us but an option for bound books is under project definition at present. I can imagine the standard ring binders potentially are 'dangerous weapons' given their metalic content.

Actually when I was doing archaeology at Leicester, one of the members of the mature student's association was doing a PhD at Her Majesty's pleasure. They were letting him out to do it, he used to go back to prison at night. Apparently he had done a murder but had been inside a long time and was sooon to be released on good behavior.
I think most people would be shocked if they saw the kinds of objects that inmates have used to construct quite deadly weapons. Of course, I think there are probably easier ways to make a shank than by enrolling in an external MBA program. Bruce
If they were made of plastic, certainly. Plastic can be melted and re-melted until quite dense, then rolled into a pointed shank. Of course, if the binders had metal of any kind, they would be refused. I once took from an inmate a shank made from a Hefty garbage bag and a lighter. Took him awhile, but the thing was strong, sharp, and deadly.
A kid in a Residential Treatment Center once told me that they can do it with toothpaste and toilet paper/paper towel. Apparently it dries hard. North
