One problem in my view is that there are so many universities in Britain (about 150.) The problem it sems to me has become more acute since Thatcher upgraded all the polytechnics back in the late 80s. Furthermore, there are institutes of higher education that also issue degrees 'though often but not always moderated by a university. The notion of merger is not new. Oxford for example is a collection of colleges. The University of Wales also has several substantially sized campuses throughout the Principality. The problem it seems is over supply, it thus seems that some will do what is needed to survive others will go the way of all flesh.
