    Mail&Guardian online has an article about this today. Student reaction is mixed: students at the historically white universities support the restructure, the others don't. The whole thing raises the cui bono question--or, more grimly, Lenin's "who/whom?"

    Some successes on a whole. Africans have gone from being 60% of the tertiary student population to 60%. They make up 80% of South Africans.

    But the historically black universities (HBUs) are suffering. Many Africans who would have been restricted to these campuses went instead to schools where only whites were permitted before. But the reverse was not true: whites didn't flock to black schools. This debilitated many of the HBUs.

    The only reference to DL I see is a snide comment that many black students are enrolled in DL programs, and the author reminds us that many of them are "of dubious quality." He does not say which these are.
