Let me assure you, that they are referring to AUSTRALIAN students only [sorry] ... on the other hand the more foreign students the better and the more we can get away with charging them the better - for our students.
DL DBA from USQ It is learned that USQ will not accept overseas students for its DL DBA program for one year until mid-1993. Is there anything to do with government funding allocation?

Nothing wrong with USQ - in fact I am off to meet with a DE part of them/NZOP now being a senior tutor/coursewriter for Stotts [1874 commenced DE - yes the date is correct and I have some of their first lessons!] - which is now a part of Open Polytechnic of New Zealand. So I am employable today anyway....
