Abner. No he did not. He cited ever usage in a footnote. The highlighted examples are condensed and the way it's displayed makes it look terrible. They are really making themselves look bad and its flat out dishonest at this point. I read a lot of his paper and thought he did a great job.
I think the problem was that he did not use quotes. I could be wrong though. The article doesn't interest me that much to be honest, I just gave it a quick perusal. I saw that it was related to this forum, so I posted it. Cite Sources I go in trouble of couple of times myself for not using quotes in the past. I quickly corrected myself and made mention of the author then analyzed it.
It is kind of stupid to be honest. The dude does have the right credentials, though some of them may seem unorthodox to some. When you deal with a certain criminal element, certain measures must be taken, like it or not.

I am not a fan of Sheriff Clarke. Aside from the fact that he espouses a rather dangerous rhetoric I also take issue with his uniform. However, this thesis thing is dumb. He cited the sources in his footnotes. He just didn't use quotation marks for direct quotes. That's a punctuation error. Now, if he had no quotation marks and no citations I'd say they might be onto something.
Hold on. He was accepted to a master's program and didn't know how to cite sources? They didn't catch this during his courses?
That's right. It's all the school's fault. He's just another victim of the failed higher education system.
