Or is there the easiest&fastest way to join that Canadian Policy

Do you know the Canadian Policy of Recruitment people all over the world, to enforce its GNP? I'm Thai, 35, and interested in it; but had unfinished my Bachelor Degree of Economics since 1991. That's why I've come to discuss with you all.
I think unfinishing degree can lower my opportunity to join in that policy, and the most important thing I had gotten my own career as a production manager of films since then til now, over 10 years.
I have been looking around this forum for months to catch some idea of transferring credit; Excelsior, Tesc, Cosc. But I'd like to know are there same kind of univs in Canada. Or is there the easiest&fastest way to join that Canadian Policy by excluding my education background.
