    Hi all,

I'm trying to find a registrar (if any exists) that lists doctoral graduates by university.

Basically just trying to find a name. This person has applied for a position at my company and claims to have a doctorate, so I'm just busy with some due diligence.

    Thanks in advance!

I believe that you can just contact the school to confirm the degree.

To expand on that a bit, what you're seeking is considered "directory information" under FERPA (Family Educational Rights and Privacy Act). Directory information is data the school can release without permission from the student/graduate. They can confirm the degree, the area of study, and the year it was granted.

Under FERPA, the student/graduate may petition the school to restrict that information, but it is generally applied when invoked. In other words, they can put a blanket halt to releasing their information, but they don't do it on a case-by-case basis.

One other way to get an idea of the veracity of the claim is to check the Proquest/UMI database of doctoral dissertations.

Another note: be sure you know the nature of the school. Is it properly accredited? It doesn't do any good to confirm the degree if the school that issued it is fake.

Either you just look up his/her dissertation publication; however, not every dissertation is published. The second option would be National Student Clearinghouse

Further to what Rich said: Caution is essential. As my FBI co-author and I point out in our below-mentioned book, in any given year, more than half of all new PhDs are from fake schools: between 20,000 and 25,000 real ones, and more than 30,000 fake ones. Confusion is common in the HR world, since fake schools often take names similar or identical to real ones, such as the fake LaSalle University in Louisiana, vis a vis the real LaSalle University in Pennsylvania.

Another caution: if you determine that someone holds a degree from a diploma mill, be careful what you do with that information. The truth alone may not be a defense. You could be sued for tortious interference. Make sure you have a clear stake in it. And act as little as possible with it.
