So I got to talking today to a friend of mine, a college student of roughly 17 years off and on, who stated a state university just denied to take some of his coursework because one class in particular was completed with a passing grade 16 years ago so they want him to take it again (English). He already has 180 units completed and he has an A.S. in Radiologic Technology, and he wants to transfer and persue an undergraduate in Economics.

Has anyone ever heard of this, an educational statute of limitations of sorts???

Yes, I have. Perhaps he can substitute retaking it with a CLEP, it would be worth checking into.

TESC offers a bridge program from AS to BS and if he has a license I think they give credit for it.

Unfortunately, yes, some schools have time limits in this regard. He should ask if he could either "test out", or take a CLEP. It doesn't hurt to ask.
