Hi, Looking at the increase in all products I am wondering about starting a new list of the cheapest courses around. Obvious choices include FEMA EMI, USFA Q118 and Q318. I hope there is some interest in adding to this. Hille
The Certificate Course in Conflict Analysis offered by the United States Institute of Peace is free. I doubt one can convert the course into college credit, though.

Unitar Poci While not free the United Nations Institute for Training and Research (UNITAR) offers various low-cost courses and programmes related to peacekeeping operations. These courses are available to organizations and individuals.
University of Washington offers the free Fluency with Information Technology (BENEFIT) course. Upon completion: An Acknowledgement of Completion is available after completion of a single unit or the full BENEFIT course. To earn an Acknowledgement of Completion you must: opt in for the certicate on My Progress Page when you begin the unit or course; study all the lessons; complete all the assignments, labs, and projects; and receive a passing score on all the quizzes. Only students who have earned acknowledgements for all three units are eligible to receive an Acknowledgement of Completion for the entire course. I haven't the slightest idea about the "Acknowledgement of Completion". But this looks like a neat little program. Name recognition = good.
UN-affiliated World Intellectual Property Organization, through the WIPO Worldwide Academy, offers 6 courses, 2 of which are free. From page 3, ...Once a student has registered for the course of his/her choice and has been formally accepted, she/he is provided with a username and password allowing him/her to access the course online. This learning method is flexible, permitting students to study in their own time, at their own pace and in a location convenient to them. A certificate is awarded by the Academy upon successful completion of the course.
For those of you that qualify the Naval Postgraduate School Center for Homeland Defense and Security offers slimmed down free online versions of 4 of their Masters degree classes. The Institute for Preventive Strategies offers Terrorism Prevention courses but I think you have to be Law Enforcement or a Firefighter to take them. update You can take an additional 3 credit class at Clovis Community College for an additional $50 - so 6 credits for $213.
Central Texas College offers online classes for $50 per credit hour ($150 per typical class) if you are resident of Texas.
