I guess its a good idea to expand these amnesty programs with increased funding and effective utilization of those funds. It gives an opportunity for civilians to hand in weapons of mass destruction. When I was leaving Saudi Arabia after Gulf War I, we were given the standard scare speech that we would rot in prison for the rest of our lives if we tried to bring any weapons or other contraband home with us. As we were being processed at the airport to leave, we each went through a private area with an "amnesty box" where you could deposit any contraband with no questions asked before your bags were searched by the Customs MP's. While I was being checked-out, I asked the MP what was the strangest thing they found in the amnesty box. His reply; "An arm". Yes, as in a human arm no longer attached to the body.

Every so often -- it happened a couple of years ago -- someone -- usually a warped medical student -- 'borrows' an arm from the dissection lab, affixes some currency between the fingers, and presents it at the Golden Gate Bridge toll plaza. When the toll collector grabs the money, she gets the whole hand or arm, as the perpetrator drives off. Not funny, methinks.
